I have the honour to bring to your
notice the following facts that bear upon the corres-
pondence mentioned in the mergin. At 11 A.M. on the
24th. instant, the copy of a telegram No. 1 from the
Secretary of State for War to the General Officer Com-
100 manding troops was sent to me by the latter. At. 11,15
I was informed by telephone that the General Officer
Commanding had received the telegram marked No.2 and had
gone board the Flag-Ship to consult Rear-Admiral Sir
on-
J. Bruce. At 11,55 Majœ-General Gascoigne waited upon
me and informed me that Adairal Bruce declined to fire
any guns, either as minute guns or as a Royal Salute
without dirüst orders from the Admiralty which he had
not received, and General Gascoigne ultimately agreed
with him that neither minute guns nor salute should be
fired. As the matter had been settled without reference
to me I did not interfere, but the incident shows that
in the matters dealt with by the Circular the Governor
of the Colony who is also Commander-in-Chief is practi-
cally placed under the instructions of the General
Officer Commanding Troops.

in paragraph 3 says that: or being furnished by the
General officer Commanding with a copy of any
instructions
